Position Summary

As a TCB Reviewer, you will serve as a technical anchor within HCT America’s TCB Team, operating in a fully remote capacity. This critical role involves performing high-level technical evaluations and making final certification decisions in strict accordance with FCC/ISED regulations and internal TCB procedures. You will be instrumental in bridging the gap between complex regulatory requirements and technical documentation, ensuring that all certified products meet the highest standards of compliance. Beyond technical review, you will represent the organization in regulatory committees and maintain the company’s competitive edge by staying at the forefront of wireless technology innovations.

Key Responsibilities

  • Perform certification functions of technical evaluation and decision on certification for RF, EMC, and SAR (Human Exposure) according to the appropriate TCB procedures and FCC/ISED regulations.
  • Complete FCC/ISED certification evaluation forms, including SAR-specific checklists and RF exposure rick assessments.
  • Maintain readiness for assessment by external TCB Accreditation Bodies at least every two years and participate in on-site assessments every four years.
  • Maintain meticulous records demonstrating training coverage for authorized FCC/ISED certification scopes, ensuring continuous authorization for SAR/RF Exposure review.
  • Act as a TCB key employee to coordinate technical evaluations and critical activities with regulators in a timely manner.
  • Participate in professional training opportunities, including FCC conference calls and TCB Council Workshops.
  • Actively participate in TCB Council Committees focused on regulatory and national standard development for testing issues.
  • Maintain expert-level knowledge of regulatory aspects concerning new technologies and innovations.
  • Submit FCC KDB Inquiries and Pre-Approval Guidance (PAG) submissions, with a focus on complex SAR/RF Exposure exclusions and procedures.
  • Assist applicants in developing robust Test Plans for KDB Inquiry submissions.
  • Execute other TCB operation-related tasks as assigned by the TCB Branch Director.

 

Qualifications

  • Direct Experience: Minimum of 5–10 years of hands-on experience in RF/EMC/SAR testing or regulatory compliance, specifically within an FCC/ISED framework.
  • Technical Credential: Proven track record as an authorized TCB Reviewer with designated decision-making authority for both RF and SAR scopes.
  • Regulatory Mastery: Deep knowledge of FCC Parts 2, 15, 22, 24, 27, 90, and ISED RSS standards, and FCC/ISED RF Exposure/SAR compliance requirements.
  • Critical Thinking: Exceptional ability to interpret complex regulatory KDBs (especially SAR/RF Exposure procedures) and apply them to evolving technologies (5G, Wi-Fi 7, etc.) with a risk-assessment mindset.
  • Communication: Ability to articulate technical deficiencies to applicants and regulators with clarity, precision, and zero ambiguity.
  • Remote Proficiency: Disciplined self-starter capable of managing high-volume review cycles in a 100% remote environment without constant oversight.
  • Industry Engagement: Familiarity with the TCB Council community and a history of participating in technical workshops or committees.
  • Education: Bachelor’s degree in electrical engineering, physics, or a related technical field is non-negotiable.
